I have a friend who works the same body parts twice a day. Im no trainer by a long shot but this cant be good. any input would be great. Thanks

he could hypothetically work one pec in one workout, then the other in another workout, or the same way for any other bodypart. I don't see any problem with that.:D
Alot of Olympic level athletes train multiple times per per day. Key to it is regulating volume It appears "strength" training is best done thru multiple low volume sessions than higher volume, less frequent training. I recall reading a study (will check ref when get home) that showed 5 sessions of 2 sets a week was more effective than either 2 of 5sets, or 1 of ten sets for strength gains. Some east european athletes train upwards of six sessions a day. A sesion may only be 2-3 sets though. I dont know if this would relate to bodybuilding, as strength gains do not always correlate to size gains. End of the day though, is it working or not. Science isn't always right when it comes to real world gains, too much variance amongst individuals
does not matter how much gear or what ever you are on...one of the most important parts of your training is your rest. You do not grow while at the gym you grow while you are pushing the next set of Z's out. Just my 2 cents

I believe in "what ever works for you" theroy. People are different. If he is getting stonger and growing then i cant really see a problem with it. If he isnt getting stonger or growing then obviously there is a problem with it. Monitor your gains always.
