How can i focus on this portion of my triceps.what kind of exercice would target it ? I had a triceps tear and need to get it back in shape now.

I would just continue to do a complete tricep routine.

I couldn't agree more and varying exercises is always a good idea.

I'm pretty sure the long head is activated quite significantly on almost all tricep movements. I would definately have close grip bench and lying BB/DB extensions (skullcrushers) in my routine though.
